RCWD Water Resource Specialist Job Opening
The Rice Creek Watershed District is seeking a full time Water Resource Specialist. The position is responsible for providing technical assistance to support the District’s water resources protection and management activities including planning, permitting, program management, and project/program implementation. Bachelor of Science degree or equivalent in Water Resources or related field is required. Must have good skills in a variety of software programs including database management, Excel, Word and Access. The salary range is $34,400 to $56,600 DOQ and experience, plus benefits.

Blue Thumb – Planting for Clean Water™ Program
The Blue Thumb – Planting for Clean WaterTM program will receive the Governor’s Award – Minnesota Government Reaching Environmental Achievements Together (MN GREAT!) on Wednesday, February 27, 2008 at the Minnesota Air, Water, and Waste Environmental Conference. The Blue Thumb program is an online outreach program with A to Z information to help residents plan and plant native gardens, raingardens, and shorelines with native plants. The website bluethumb.org features planting blueprints, a plant selector tool, local retailers and landscapers, grant information, how-to guides, and more.
Board adopts Anoka/Washington Judicial Ditch 4 Resource Management Plan and Rule RMP-2 directing further repair proceedings
The Board adopted the RMP and Rule RMP-2 for An/Wa JD4 and ACD 15 and directing further repair proceedings at their June 11, 2008, board meeting. The Board’s resolution, approved rule RMP-2 and response to comments can be found below.

Anoka County Ditch 25 & 10-22-32 Repair Reports
On June 13, 2007, the RCWD Board directed its engineers to complete Repair Reports for two public drainage systems, Anoka County Ditch (ACD) 25 and ACD 10-22-32 located primarily in the City of Lino Lakes.
The Repair Reports have been completed as directed and are included in the Board Packet. At the October 10th Board meeting, the District Engineer will provide a brief presentation outlining the contents of the reports and key findings. The District Engineer, as well as Staff and Counsel, will be available to address Board questions.
Anoka County Ditch 25 Repair Report
New Permit Schedule Adopted
The Rice Creek Watershed District Board of Managers approved a new permit deadline and schedule for processing permits. The new deadline for permit applications is 22 days prior to the permit Board meeting date (4th Wednesday of each month, November and December exceptions due to holidays). For applications involving impacts to wetlands, the application deadline is 40 days prior to the permit Board meeting date.
Low Impact Development
The Rice Creek Watershed District was a contributor toward the establishment of a model Low Impact Development (LID) project along the Vermillion River. This project is a finalist for the 2006 Minnesota Environmental Initative Awards, the most prestigious environmental award in Minnesota.
As explained by one of our partners in this project—the Minnehaha Watershed District: Low Impact Development (LID) is an innovative stormwater management approach with a basic principle that is modeled after nature: manage rainfall at the source. LID uses uniformly distributed decentralized micro-scale controls. LID’s goal is to mimic a site’s predevelopment hydrology by using design techniques that infiltrate, filter, store, evaporate, and detain runoff close to its source. Techniques are based on the premise that stormwater management should not be seen as stormwater disposal.
Anoka County Ditch 53-62 Resource Management Plan
The Rice Creek Watershed District has developed a Resource Management Plan (RMP) for the watershed of Anoka County Ditch (ACD) 53-62 in Blaine. The purpose of this RMP is to satisfy the Rice Creek Watershed District’s own petition to repair Anoka County Ditch 53-62 (ACD 53-62) and to provide a resource and conservation-based framework for aquatic resource management within the ACD 53-62 watershed area.
